Entrance to German Cities is Restricted |
A law on fine dust is operating in Germany starting from March 2007. It forbids the cars with too high emission level to enter the centers of big cities, which suffer the most from ecology problems. The entrance in the centers of Berlin, Hanover and Cologne will be closed beginning from January of the year 2008 for those road-users, who do not have special ecological certificate.
The cities’ centers are closed. The majority of tourists who didn’t plan their trip beforehand will have to go to other places. Many people visiting these cities simply do not know the new rules and find out that they should have the certificate just entering the city center. Not just numerous German tourists but also guests from neighboring countries, mostly from Poland and Netherlands find themselves in such a situation. They do not spend much time on planning their trip, they just get into the car and go visit Germany.
That is why German Tourist Association demands from state authorities first of all to inform all tourists entering the country about the new law, and secondly to install points of sale of ecological certificates on the border and on the speedways towards big cities. Now, such a certificate can only be bought in a few auto repair shops, in tech inspection offices, in several private companies and via Internet.
Tourist Association also demands creating a more simple system of buying certificates on-line: with the possibility to download them directly from Web. Now, it is possible to order a certificate for entering only two cities: Berlin and Stuttgart, and it is delivered only in several days.
Violation of the law is punishable by a 40 Euro fine. However, the Tourist Association demands abolishing fine sanctions for lawbreakers, because they simply hadn’t had the possibility to buy the certificate. |
