The new police instructions are being elaborated in the Netherlands. They, particularly, will abolish the sanctions for those who like sex outdoors. Since now it won't be considered as a crime but on conditions that the proprieties will be observed: it must be done far away from playgrounds and condoms mustn't be left all over the show. In case of the non-observance of these requirements the violators will be fined.

In the project of instructions for the municipal administration of big cities it is explained that if public servants notice a couple or a group of people having sex, they "must not prevent them from doing it except of the cases when they disturb the people around".

Homosexuals are happy with the innovation because of the perspective of safe meetings: many of them have been assailed.

The owners of dogs are not glad because they are worried about the toughening of the sanctions for those who walk their pets without a leash.
